The one on far Northwest is on the side of a stone tower, at the start of a small peninsula.Once you collect two stones you have to place them on a skull inside a safe zone area north from the Harran University.This safe zone area is only accessible once you accept the side quest “Do you Believe?” from Mufid in Harran University. This side quest becomes available when the main mission “Higher Education” sends you to Harran University.This safe zone is where the loud music starts coming out. Go inside and place the two stones on a skull found on the rock.
